The Project includes the following Work: Beach nourishment along ~4.5 miles of shoreline along portions of the Cape Hatteras National Seashore in front of the Village of Avon and Village of Buxton. Work will include placement of up to three million (3,500,000) cubic yards (cy) of sand sourced from approved borrow areas offshore of each placement area in North Carolina state waters. Placement includes 1.3-2 million cy of sand placed along Buxton and 300,000-1,000,000 cy at Avon. A significant portion of the work is contingent on approval of federal funds through FEMA; therefore, the Owner is requesting Bids for a scenario excluding FEMA funds (Bid A) and a scenario where FEMA funds are included (Bid B). Work shall be completed in accordance with state and federal permit conditions for the project, with final completion by December 31, 2026. Dare County is preparing a solicitation for bids for the placement of up to 3.5 million cubic yards of sand along portions of the Cape Hatteras National Seashore in front of the Village of Avon and the Village of Buxton. The distribution of the beach fill includes up to 1 million cubic yards of sand along approximately 2.5 miles of shoreline in front of Avon Village, and up to 2.5 million cubic yards of sand along approximately 2.9 miles of shoreline in front of Buxton Village and the National Seashore. The project will utilize sand from two offshore borrow areas located approximately 2-3 miles off Avon and Buxton within North Carolina state waters. These borrow areas contain a total of 7.7 million cubic yards of beach quality sand. Only bidders who attend the mandatory pre-bid meeting will be eligible to bid on the project. Dare County reserves the right to reject any and all bids in accordance with NC General Statutes.
