The Ridgedale Local School District Board of Education is accepting proposals from firms for the Security Fence Project. The Work is being procured through a competitive proposal process outside the scope of the statutory bidding requirements for public school districts. Ohio Revised Code Section 3313.46 requires statutory bidding when a board of education determines to build, repair, enlarge, improve, or demolish any building or other property the cost of which is above a threshold amount provided in Ohio Revised Code Section 9.17, except in cases of urgent necessity or when the project is for the security and protection of school property. The Project is for the security and protection of school property as it secures one entrance to the Owner’s bus garage and provides additional security to other areas of the Owner’s property. The Project also provides protection for the Owner’s students while playing and walking to and from play areas. The Project generally consists of all labor, materials, and any other services necessary to provide and install a 6-foot tall, galvanized chain link fence and two electric gates in the approximate locations shown in shown in Attachment 3. The electric gates must allow drivers, including but not limited to bus drivers, to open and close the gates without exiting the vehicle. The Project also includes any and all electrical Work needed to power the electrical gates, including but not limited to determining an adequate power source, digging trenches for the installation of conduit, wiring, and site restoration to its pre-existing condition, i.e. replacing asphalt pavement, replacing concrete pavement and sidewalks, seeding and straw, and fine grading.
