The VA Connecticut Healthcare System requires installation of isolation valves on existing domestic water piping serving domestic water tanks located on the 10th floor of Building 1 at the West Haven VA Medical Center. The purpose of this project is to maintain redundancy for planned maintenance and repairs, ensuring uninterrupted facility operations for inpatient and critical care areas during domestic water outages. The contractor shall furnish all labor, materials, equipment, tools, supervision, disposal, and incidentals necessary to complete the work. Tasks include scheduling and coordinating all work with the VA COR and relevant personnel, complying with Lock Out/Tag Out procedures, obtaining hot work permits, and protecting existing equipment during replacement activities. The contractor will furnish and install two 8-inch water inlet isolation valves and two 10-inch water outlet isolation valves per domestic water tank, including all associated piping, hardware, gaskets, and insulation. All valves must be flanged to match existing specifications. Additional responsibilities include tagging and labeling valves and piping, performing start-up and acceptance testing witnessed by VA staff, and cleaning the work area upon completion. Submittals such as material certifications, waste manifests, and final documentation reports with tests and photos must be provided within 10 business days after completion. Work will occur during planned domestic water outages, coordinated for off-hours or weekends, and must comply with VA safety standards, OSHA requirements, and all applicable codes. Personnel must meet VA credentialing requirements, including OEM training, OSHA certifications, and tuberculosis testing.
