The scope of work includes inspection and repair services for Boiler #3 at the VA Connecticut Healthcare System, West Haven VA Medical Center. The contractor shall furnish all labor, materials, equipment, tools, supervision, and incidentals necessary to perform an inspection, assessment, and repairs to the existing 1981 Cleaver Brooks Boiler #3 Model DL-60 in compliance with ASME Boiler and Pressure Vessel Code (BPVC) and National Board Inspection Code (NBIC). Work includes determining the source of leaks, performing hydrotesting, tube plugging (up to 10% of tubes), and any corrective actions required to restore safe operation. Repairs may involve removal and replacement of refractory tiles, cutting sections of the boiler shell for access, and restoring all removed components to acceptable integrity. All welding must be performed by certified welders with R-stamp certification and meet ASME standards for nondestructive examination and pressure vessel construction. The contractor shall provide a detailed inspection report with photos, videos, and test results, as well as all material certifications and waste disposal manifests. Work must comply with VA safety policies, including Lock Out Tag Out (LOTO), confined space entry, hot work permits, and infection control measures. Scheduled repairs will occur during regular business hours unless otherwise coordinated, and the contractor must protect all staff and equipment during work activities. Final deliverables include all documentation of repairs, testing, and compliance with applicable codes and VA requirements.
