The contractor shall provide maintenance and support of the Philips Allura Xper FD10 Cath Lab and the Philips Allura Xper FD20 Cath Lab at the VA Connecticut Healthcare System. The contractor is responsible for parts, labor, preventive maintenance, corrective maintenance under Primary, Protection, and Value Service levels, and travel as required to maintain a guaranteed equipment uptime of 98%. Parts replaced due to accidental damage, customer abuse, or consumables (including but not limited to batteries) are not covered. All equipment must be maintained in proper operating condition as specified by the manufacturer. The service contract includes all necessary parts, labor, and travel required to perform service and preventive maintenance, and vendors must demonstrate access to OEM parts, manuals, and schematics, which must be available on site at time of service. All defective parts replaced become the property of the vendor. Contract service hours are 8:00 AM to 5:00 PM Monday through Friday, excluding Federal holidays. Contractor must provide a phone response by a qualified technician within one hour of a service request and an on-site response within four hours for primary, support, and protection level service; for value level service, next business day on-site response is required. Vendors must provide documentation of substantial experience with the listed equipment, including credentials for individuals working on the systems. Contractor must adhere to manufacturer’s recommendations for preventive maintenance, repair, calibration, and modifications. All software and hardware updates are to be provided at no additional cost throughout the life of the contract. Service field reports must be provided at the time of service call, signed by the contracting officer’s COR, and filed with Biomedical Engineering. Prior authorization is required for any services or parts not covered by the contract. Contractors must be escorted in areas with sensitive information and comply with VA Privacy & Security, Privacy Act, and HIPAA if exposed to protected health information. All deliverables under the contract are the property of the U.S. Government, and the contractor must comply with federal and agency records management policies and requirements.
