The work consists of replacing one failed steam coil in Trane AHU Model MCCB025UA0D0UB, Serial Number K08C35068, located in Building 1, Mechanical Room 4254, serving the Operating Room Suite. The service provider shall furnish all labor, materials, equipment, tools, supervision, disposal, and incidentals to complete the steam coil replacement. Work includes coordinating with the VA COR, Utilities Supervisor, and Chief of Maintenance & Operations; complying with all Lock Out Tag Out procedures per VA Connecticut Healthcare System Medical Center Policy 138-075; obtaining hot work permits as required; and protecting existing equipment during replacement. The service provider shall shut down and lock out the ABB drive, close and lock all supply and return valves, disconnect electrical connections, remove obstructive piping, remove the failed coil, furnish and install a new face-end bypass coil, reinstall and reconnect all piping, actuators, fittings, insulation, and electrical systems, and reopen and restore all locked-out systems. The service provider shall coordinate with Johnson Controls, Inc. for controls disconnect and reconnect, perform start-up, leak checks, test and confirm proper operation, and conduct acceptance testing witnessed by Facilities Management Service. All debris shall be removed and the work area cleaned after completion. The service provider shall also furnish submittals and a final documentation package containing all test results, photos, and installation details within ten business days following completion. A minimum one-year warranty on all parts, labor, workmanship, and equipment is required. Service provider personnel must sign in at Building 15, obtain temporary badges, comply with all VA safety rules, maintain OSHA 10-hour certification (with OSHA 30-hour certification required for the site competent person), comply with VHA Directive 1131(5) for tuberculosis testing, restrict operations to authorized areas, and refrain from photography unless formally approved. All required inspections by local, regional, and state authorities shall be coordinated, and all inspection reports shall be provided to VA. Work must occur during regular business hours Monday through Friday, 8:00 a.m. to 4:40 p.m., excluding federal holidays, unless emergency circumstances are approved by the Contracting Officer. The contractor must maintain compliance with all governing codes including NFPA, OSHA, VA design standards, and applicable environmental, safety, and construction requirements. All records generated under this contract shall be treated as government property, handled in accordance with federal records management laws, and not retained or disseminated outside contract authority. Location: VA Connecticut Healthcare System, West Haven VA Medical Center, 950 Campbell Avenue, West Haven, CT 06516 Questions: Questions shall be submitted to the Contracting Officer in writing via e-mail. Oral questions are not acceptable due to the possibility of misunderstanding or misinterpretation. The cut-off date and time for receipt of questions is February 23 2026 by 12:00 PM EST. Questions received after this date and time may not be answered. Questions shall be answered in a formal amendment to the solicitation so all interested parties can see the answers.
