Provide annual grounds maintenance, snow and ice removal, hauling, and treatment services at the West Haven VA Medical Center. Services include 24/7 snow and ice removal from all sidewalks, steps, ramps, entrances, roadways, and parking lots; application of ice melt and approved de-icing chemicals; mowing, edging, and trimming of approximately 30 acres of improved grounds and 5 acres of semi-improved grounds; leaf and branch removal; maintenance of the irrigation system; removal of damaged or fallen trees; and bi-annual storm drain cleaning and proper disposal of debris. Contractor must provide all necessary equipment, materials, and staff, have a field service representative located within 200 miles with a maximum 2-hour response time, and ensure all personnel meet required qualifications and certifications. Documentation of work performed, safety inspections, and personnel qualifications must be submitted as specified. All work must be documented and reported according to requirements. Bidders shall attend a mandatory pre-bid site visit and follow all on-site rules including sign-in, badging, and parking restrictions. Submit proposals with completed price schedules and past performance information as instructed. Questions shall be submitted to the Contracting Officer in writing via e-mail. Oral questions are not acceptable due to the possibility of misunderstanding or misinterpretation. The cut-off date and time for receipt of questions is April 2 2026 by 12:00 PM EST.
