The project consists of the construction of a new aquatic facility including a new seasonal Pool House, outdoor swimming pool, pool deck, pool slide, water features, pool accessories, fencing, sidewalk, parking lot, utilities, and landscaping. Each proposal must be accompanied by cash, a certified check payable to the City of North Tonawanda, or bid bond, with a surety company acceptable to the City Attorney, in an amount not less than five percent (5%) of the amount of the base bid, conditioned that, if the proposal is accepted, the bidder will enter into a contract and execute any further security for the faithful performance of the contract. An optional pre-bid meeting will be held. Attendance is recommended but not mandatory. All qualified Minority and Women-Owned Business Enterprise (MWBE) suppliers, contractors, and/or businesses will be afforded equal opportunity. There are no required goals for MWBE participation, but the successful bidder will be required to make a Good Faith Effort in the utilization of MWBEs and furnish reports showing the participation of various business enterprises of subcontractors and suppliers. All bids must be submitted in a sealed envelope, addressed to the City of North Tonawanda, plainly marked with the Contractor's name and title of the bid, and designated as PROJECT NUMBER 2023-01, PAYNE PARK AQUATIC FACILITY. Attention is called to requirements regarding conditions of employment and minimum wage rates, which shall be the latest wage rates established by the State Industrial Commissioner. Bidders must sign a statement of non-collusion in accordance with New York law. The Owner reserves the right to reject any or all bids or to award a contract which, in its judgment, is in the best interest of the Owner. No bidder may withdraw their bid within sixty (60) days after opening, but may withdraw at any time prior to opening.
