Site work and paving for a transportation facility in Hutchinson, Kansas. Conceptual plans call for site work for a transportation facility; and transportation facility.
This project is for a single-project Architectural and Engineering (A/E) services agreement for the design, bidding, and construction phases of Runway 13-31 major rehabilitation or reconstruction at Hutchinson Regional Airport. The consultant will provide complete design, bidding, and construction phase services, including all necessary incidental services. The anticipated scope includes: project management, stakeholder coordination, FAA/KDOT coordination, and grant administration support as requested; topographic and aeronautical surveys; FAA Form 7460 submittals; AGIS data as required; ALP/Exhibit A updates if triggered; geotechnical and pavement investigations; pavement design; life-cycle cost support as needed to validate the reconstruction strategy; civil design for runway pavement reconstruction including grading, drainage, shoulders, blast pads, grooving, markings, and associated grading/earthwork; NAVAIDs coordination (e.g., PAPI/REIL), guidance signs layout, and approach procedures coordination as applicable; airfield lighting and electrical with emphasis on full replacement of the runway edge lighting system, constant-current regulators, vault/electrical improvements, lighting control system, and associated circuiting and infrastructure; Construction Safety and Phasing Plan (CSPP) and Safety Plan Compliance Document (SPCD); environmental/NEPA documentation as applicable; Stormwater Pollution Prevention Plan (SWPPP) and permitting; Engineer’s Design Report; Plans, Specifications, and Estimate (PS&E); Engineer’s Opinion of Probable Construction Cost (EOPCC); bidding services and addendum support; tabulation and recommendation of award; construction administration, resident project representative (RPR) services, materials testing coordination, quality assurance/quality control (QA/QC), and project closeout documentation. SOQs are to include: historical profile of the firm and aviation practice, current workload, list of comparable airport construction projects completed in the last five years, key personnel, outside subconsultants, QA/QC program description, DBE participation plan, and project understanding and approach tailored to the runway project. Submissions must be delivered in both printed and electronic formats, labeled appropriately. There is no page limit but submissions should be concise and relevant. Fee information must not be included. Selection will be based on the City's evaluation of qualifications, not on fee proposals. The successful firm will negotiate terms after selection, and all requirements related to FAA and federal compliance, DBE participation, and standard City contracting will apply. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.The estimated total project cost for rehabilitation is approximately $5,000,000 with reconstruction at approximately $23,000,000.
