The purpose is to establish a pre-qualified roster of contractors to provide on-call emergency and routine repair services for utility infrastructure for up to five years. Services include responding to water main breaks, sewer line and stormwater drainage failures, damaged hydrants or valves, repairing and replacing water, sewer, and drainage piping and valves, installing or replacing manholes and structures, and related work such as dewatering and bypass pumping. Contractors must respond to emergency calls within four hours and comply with all applicable local, state, and federal regulations. Proposals must include company qualifications, personnel, insurance, proposed work plan, available equipment, and a fee proposal. Labor and equipment rates must remain firm for two years, with possible annual adjustments thereafter. The City may select contractors based on qualifications, rates, responsiveness, and performance, and retains full discretion over which contractor is selected for each task and can remove contractors for unsatisfactory performance. Proposals will be evaluated on qualifications, work plan, responsiveness, equipment, and fee proposal.
