The purpose is to establish a pre-qualified roster of contractors to provide on-call emergency and routine repair services for the city's utility infrastructure for up to five years. Contractors will be responsible for emergency services such as water main breaks, sewer line failures, stormwater drainage failures, damaged hydrants or valves, repairing water, sewer, and drainage piping and valves, replacing and installing manholes and related structures, and any additional work necessary for completion including dewatering and bypass pumping. Contractors must be able to respond to emergency calls 24/7 and arrive on-site within four hours of notification. All work must comply with applicable local, state, and federal regulations. Contractors will enter into an On-Call Emergency Task Order Contract and may be ranked based on qualifications, rates, responsiveness, and past performance. The city retains discretion over contractor selection and work assignment. Proposals must include company qualifications, personnel information, insurance coverage, proposed work plan, equipment list, and a fee proposal using the provided form. Labor and equipment rates must remain firm for two years. The city may supply materials or allow up to a 10% markup on contractor-supplied materials with documentation. Proposals will be evaluated on qualifications, experience, work plan, responsiveness, equipment, and fee proposal. The city may conduct interviews prior to final selection. All proposals must be sealed and clearly marked for the relevant RFP.
