The scope of work includes electrical service upgrades involving the removal and replacement of the existing main building electrical switch gear, as well as upgrades to the electrical service to properly size and supply power to the building with added modern technology and air conditioning. HVAC upgrades include building-wide improvements and installation of new high-efficiency HVAC systems with heat, ventilation, air conditioning, exhaust, ductwork, and piping. New equipment includes, but is not limited to, classroom unit ventilators and packaged heating and cooling systems. The project requires that at least 20% of the total scope of work be performed by the bidder or their named subcontractors who are certified as a Minority Business Enterprise (MBE), Women's Business Enterprise (WBE), or Small Business Enterprise (SBE) by a certifying Federal or State agency. Bidders must submit certifications regarding qualification for themselves and/or their named subcontractors regarding MBE, WBE, or SBE status, identifying the percentage of the project that will be performed by them. Bids must be for a lump sum price for the entire project, all trades, all inclusive. Bidders must be pre-qualified by the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC) in designated categories and must comply with all other requirements as stated, including submission of required certifications, affidavits, business registration, and compliance with laws and regulations. No modifications to the instructions, general conditions, supplemental conditions, or specifications are permitted before bid acceptance except by addenda. Bids proposing modifications will be rejected as non-responsive. Bid security and a certificate of consent of surety are required. The contract will be awarded to the lowest responsible bidder.
