The work includes the development of a comprehensive 5-Year Affordable Housing Plan for Carrboro. The scope includes: gathering and analyzing demographic, geographic, and housing data; conducting an informal real estate market review by studying rental rates and interviewing stakeholders; completing a housing needs assessment through synthesis of collected data to determine deficiencies and surpluses in housing; engaging the public and stakeholders through an inclusive participation process; inventorying and evaluating existing local, county, and state housing strategies, resources, and programs; identifying gaps and opportunities for leveraging resources; prioritizing affordable housing strategies and setting five-year goals; and providing an implementation roadmap. Deliverables include a Demographic and Housing Profile Summary Report, Housing Market Review Report, Housing Needs Assessment Report, Housing Strategies and Resources Inventory, a visually appealing and graphically oriented 5-Year Affordable Housing Plan with an executive summary and implementation roadmap, a PowerPoint presentation summarizing findings and recommendations, and electronic copies of all GIS shapefiles, maps, and supplementary data. Bidders must address each task and deliverable in their response, provide a methodology, detail personnel and effort, and include sections describing qualifications, project organization, technical approach, and experience. The response must also include a cover letter, title page, narratives on project organization and technical approach, and consultant qualifications and experience.
