The scope of work includes developing a project feasibility study and financial pro forma, securing financing, purchasing, installing, owning, operating, and maintaining gas cleaning equipment to convert raw lagoon gas to high BTU renewable natural gas (RNG), and ensuring gas is cleaned to pipeline specifications as established by MAE. The developer will obtain access to the MAE natural gas pipeline(s), pay all associated costs, and provide all required gas quality monitoring equipment. Draft design documents at 30%, 60%, and 90% completion are to be submitted for review by the City, with final documents stamped by an Iowa-licensed engineer. The developer is responsible for submitting design documents to relevant authorities and following all applicable codes and standards. The developer is to install all necessary utilities, gas safety equipment, aboveground stainless steel gas piping, compressors, backup power equipment, and condensate drip traps, and will provide for the daily operation of the gas cleaning system and data management. The City will have access to operational data. The developer will establish transportation and delivery agreements for the RNG, retain the rights to environmental attributes, and ensure compliance with all relevant laws, regulations, and standards. At the end of the agreement, the City has an exclusive option to acquire the RNG and associated equipment. Proposers must organize submissions to include a letter of transmittal, proposed team, key staff profiles, project understanding and approach, qualifications (including experience with similar projects), financial resources, financial model (including pro forma and compensation structure), a project equipment and materials list, anticipated capital costs, asset transfer methods, technical information (including preliminary schedule), and sample contracts. Proposals must be submitted in both hard copy and digital format, be brief, and include all requested documentation for evaluation.
