As of March 9, 2026 the project has been awarded. The City of Galesburg, Illinois invites sealed proposals for the design and installation of a splash pad to be installed at Cooke Park for the Parks and Recreation Department. The project is funded in whole or in part by grant funds from the Department of Commerce and Economic Opportunity (DCEO). Not less than the Federal prevailing wages as set in the contract documents must be paid unless Illinois Prevailing Wage is higher. The work is subject to Section 3, 24 CFR Part 75 requirements. Contractors must ensure that employees and applicants are not discriminated against based on race, color, religion, sex, or national origin. The project includes Business Enterprise Program (BEP) Utilization Plan requirements. Proposals must acknowledge and comply with the Illinois Prevailing Wage Act and the Illinois Preference Act (30 ILCS 570). Vendors are required to comply with the Human Relations Act and all pertinent federal and state rules and regulations, including all applicable EEO laws. The City will award a contract to the proposal that best meets the project goals and is most advantageous to the City, considering price and other factors.
