This notice has been amended as of 02 April 2026 to address questions from potential vendors. Please see the attachments labeled "Q and A" for a collection of questions and answers since 18 March 2026. The below description has been similarly updated to reflect these clarifications. This notice seeks Architect-Engineer (A-E) qualifications for indefinite delivery type contracts to provide design and related professional services in support of construction projects, general and environmental studies, and inspection services. Services will be procured in accordance with the Brooks Act and FAR Subpart 36.6, with firms selected based on demonstrated competence and qualifications under NAICS 541330. Required services include Title I design, Title II inspection, base comprehensive planning, and other A-E support services. The selected firms must perform primary architectural and/or civil-structural disciplines in-house and may use qualified consultants for additional disciplines. Professional architects or engineers licensed in any U.S. state must stamp all contract drawings. The scope of work encompasses a wide range of architectural, engineering, and technical services for projects of varying size, scope, and complexity. These services include architectural design, master and comprehensive planning, civil and site engineering, structural and seismic engineering, geotechnical investigations, mechanical and electrical engineering, telecommunications, fire protection, environmental engineering, landscape architecture, cost estimating, and project and program management. Additional services may include studies, surveys, design analyses, constructability and peer reviews, value engineering, cost and schedule estimates, reports, and construction management and administration. Design deliverables may consist of conceptual sketches, presentation materials, final construction drawings, AutoCAD, REVIT and SketchUp models, technical specifications using Unified Facilities Guide Specifications, engineering calculations, and supporting documentation. Projects may involve new construction, additions, renovations, repairs, alterations, restoration, modernization, infrastructure, utilities, roadways, bridges, corrosion control, and environmental restoration. Title II services may require supervision and inspection of construction activities. Firms must demonstrate the ability to respond to short performance timelines, manage multiple disciplines, and provide effective project oversight. Open-end contracts may be awarded for a ten-year period consisting of a five-year base ordering period with five one-year options, with work issued through negotiated fixed-price delivery orders within the overall contract capacity. All questions should be submited NO LATER THAN 27 April 2026, 1:00 PM MDT, one week prior to the qualification package due date. Contract award is anticipated to be in August 2026 timeframe. The Method of Contractor Selection has not been determined at this Time.
