A timeline for the award has not yet been established.** The City of Lompoc invites your bid and offer to provide labor, materials, equipment, and services necessary for the construction of the 123 North H Street Electric Vehicle Charging Lot Improvement Project, including site preparation, paving, concrete work, striping, installation of EV charging stations, bollards, signage, accessible parking improvements, and all associated electrical and civil work in accordance with the project plans and specifications. The specifications for 123 N. H Street EV Charger Parking Lot Project represent features best suited to the intended use of the department. Judgment of the exceptions is to rest with City of Lompoc Purchasing. As part of their bid, bidder must provide an exception page for any exceptions taken to the scope of work. If exceptions are not noted, the City will assume the bidder will meet all of those requirements and assume full responsibility to meet the specifications. Scope of Work The City of Lompoc invites bids from qualified contractors to furnish all labor, materials, equipment, tools, and incidentals required to construct the 123 North H Street Electric Vehicle Charging LotImprovement Project, in accordance with the project plans, technical specifications, and applicable City and Caltrans standards. The project will provide a safe, accessible, and fully functional EV charging lot in downtown Lompoc, supporting the City's sustainability and clean transportation goals. 1. Mobilization, Bonds & Insurance (Bid Item 1) Mobilization includes all preparatory work and operations necessary to begin the project, including moving personnel, equipment, and supplies to the site; establishing temporary offices, construction yards, and sanitary facilities; and covering all costs for bonds and insurance. Mobilization also includes demobilization at project completion. All mobilization work shall conform to the requirements in Section 1-1.1 of the Technical Specifications. 2. Clearing, Grubbing, Removals & Disposal (Bid Item 2) Contractor shall remove existing asphalt, concrete, vegetation, debris, and other site elements as shown in the plan set. All removed materials shall be disposed of off-site in accordance with environmental regulations and City requirements. 3. Storm Water Pollution Control (Bid Item 3) Contractor shall implement and maintain a Storm Water Pollution Control Program (SWPPP) per Section 1-1 of the Technical Specifications, including best management practices (BMPs), inlet protection, and street sweeping to protect water quality throughout construction. 4. Concrete Work (Bid Items 4-9) Construct Portland Cement Concrete (PCC) curb Type A1-6, ribbon gutter, and foundations for EV chargers (24" and 51"), light poles, and bollards as shown in the plan set. Concrete work shall conform to dimensions, details, and mix specifications in the plans and Technical Specifications. The City will provide the EV chargers and light poles/luminaires; the contractor is responsible for furnishing and installing the concrete foundations per plan requirements to receive the equipment. 5. Asphalt Paving (Bid Item 10) Construct 3.5" thick Hot Mix AAsphalt (HMA) over a compacted Class 2 aggregate base as indicated in the plans, in compliance with Caltrans specifications. 6. Site Features and Accessibility (Bid Items 11-14) Install traffic striping and pavement markings, including ADA-compliant van-accessible stalls, per the plan set and Section 1-1.3 of the Technical Specifications. Install wheel stops, bollards, and other protective site features as shown in the plans. Maintain safe pedestrian and vehicular access throughout construction. 7. Electrical and Lighting Coordination (Bid Items 15-16) Contractor shall install all electrical conduit, wiring, and connections required to support the Cityprovided EV chargers and light poles/luminaires. Coordinate final installation, connection, and testing of City-supplied equipment per the plan set and Technical Specifications. Bid bonds are being required per Lompoc Municipal Code 3.36.025(C) (1), Bid Security: Bid Bond: All bids shall be accompanied by cash, a money order, or a cashier's certified check, payable to the order of the City, amounting to ten percent (10%) of the bid, or by a bond in said amount and payable to said City, signed by the bidder and a corporate surety, or by the bidder and two sureties who shall justify before any officer competent to administer oaths, in double said amount over and above all statutory exemption. Performance Bond: Successful bidder shall furnish within eight (8) consecutive calendar days after written Notice of Award, a Performance Bond in an amount equal to one hundred percent (100%) of the total amount of the contract. In the event the bidder to whom an award is made fails or refuses to perform under or to execute the contract, if required, within eight (8) calendar days from the date of receiving notification of award, the City may declare the bidder's bid deposit or bond forfeited as damages caused by the failure of the bidder to enter into the contract, and may award to the next lowest bidder, or may call for new bids. Labor and Materials Bond: Successful bidder shall furnish within eight (8) consecutive calendar days after written Notice of Award, a Labor and Materials Bond in an amount equal to one hundred percent (100%) of the total amount of the contract. Bidder agrees that the City has the right to make all final determinations as to whether the work has been satisfactorily completed. MINORITY BUSINESS ENTERPRISES It is the policy of the City that minority business enterprises shall have the maximum opportunity to participate in the City's bidding requirements.
