Renovation of a detention facility in Flagstaff, Arizona. Working plans call for the renovation of a detention facility.
“The owner has determined a prequalified list of general contractors. Question Cuttoff Date & Time 2/4/2026 04:00:00 PM (ET) All questions relating to this RFP must also be submitted in IW system. The Scope of Work outlines the specific responsibilities, deliverables, and performance requirements for the contractor selected to complete the shower coating restoration project. The contractor shall provide all necessary labor, materials, equipment, supervision, and expertise necessary to remove the deteriorated coating and install a new, long-lasting protective coating in the Intake and Housing shower areas of the Detention Facility shower floors, walls in A, B, C and F Pods, including Intake, in accordance with facility standards and industry best practices. 4.1 Initial Assessment and Planning Conduct a comprehensive inspection and evaluation of the Intake and Housing shower areas to identify surface conditions, coating failures, and repair needs. Review facility specifications, safety requirements, and operational schedules. Develop and submit a project work plan including timeline, sequencing, safety measures, and material data sheets. 4.2 Surface Preparation Remove existing coating, debris, mineral buildup, and contaminants through approved methods such as grinding, sanding, or chemical stripping. Repair damaged surfaces including cracks, uneven areas, or water-damaged substrates. Prepare all surfaces to meet the manufacturer's required profile for optimal adhesion of the new coating. 4.3 Coating Application Supply and install a high-performance/durability, non-slip, moisture-resistant coating system rated for high-traffic correctional environments. Apply primer, base coats, and topcoats as required by product specifications. Ensure uniform coverage, proper thickness, and full curing in accordance with manufacturer guidelines. 4.4 Safety and Environmental Controls Establish secure work areas with proper signage and restricted access to ensure the safety of inmates, staff, and contractors. Ensure all materials meet facility specifications and industry standards for sanitation and safety. Implement dust control, ventilation, and odor mitigation practices. Dispose of all waste materials in compliance with environmental regulations and facility policies. 4.5 Quality Assurance and Testing Conduct inspections during each phase of work to verify compliance with specifications and proper coverage. Perform adhesion, slip-resistance, and durability testing as required. Correct any deficiencies identified during inspections prior to project completion. 4.6 Cleanup and Restoration Remove all tools, equipment, and waste materials from the site. Clean surrounding areas impacted by construction activity. Restore the shower areas to fully operational condition upon completion and final approval. 4.7 Project Documentation and Closeout Provide detailed documentation including product data sheets, maintenance recommendations, warranty information, and a final completion report. Participate in a final walkthrough inspection with facility representatives. Submit all required closeout documentation within the agreed-upon timeline.
