The City of Flagstaff, AZ is requesting Proposals for Development of Workforce Housing on City-Owned Land. On December 1, 2020, the City Council declared a Housing Emergency and committed to prioritizing affordable housing within city operations to create safe, decent, and affordable housing opportunities for all community members. A 10-Year Housing Plan was developed to address the Housing Emergency by summarizing the City's immediate and long-term needs and strategies for improving housing affordability. The Plan's overarching goal for the next decade is to reduce the current affordable housing need in the community by half: Element one: Impact at least 6,000 low-to-moderate income Flagstaff residents through a combination of unit creation or subsidy provision. Element two: Create or preserve 7,976 housing units by 2031 with a minimum of 10% of them being affordable. This will increase the overall supply of market rate, workforce, and affordable housing occupied by local residents. Limited land and limited housing supply relative to demand, construction costs, mortgage interest rates, all are contributing to the increase in housing costs in the city. The Plan includes the following strategy specific to affordable development on city-owned property: Create 5.9: Prioritize the development of City of Flagstaff owned land designated for affordable housing and evaluate other city-owned parcels for affordable and mixed-income housing. Flagstaff has experienced significant growth in housing demand, with the cost of living being 21.2% higher and housing costs 51.6% higher than the national average. The median home price in Flagstaff is currently $685,000, while the average rental price for a 2-bedroom unit is $1,955 monthly. The median income for a household of four is $101,900. Flagstaff's low-income households earn no more than $87,250 annually, with 38.9% of all households with rent or mortgage payments classified as housing cost burdened. Flagstaff's housing stock is primarily comprised of either low-density, single-family homes or high-density apartment buildings. Roughly 15% of all residential units are second homes or short term-rentals, which increases demand for the remaining available units among local residents. The City of Flagstaff is committed to increasing the variety of housing types available to residents, particularly on city-owned land. While below market housing units are preferred to address these issues, the City recognizes this may not be feasible and welcomes proposals of all types to ensure the land is developed into housing. The City of Flagstaff (City) is seeking aproposer to develop 3.06 acres of vacant land for workforce housing.(Proposer) to serve asa developer to develop, operate, and maintain rental or ownership housing to meet workforce housing needs in the City.. A successful Proposer shall have the expertise, staff, and equipment necessary to successfully provide the services defined in this Request for Proposals (RFP or Solicitation).
