Sealed bids are requested for hot mix asphalt for the 2026 construction year. All materials supplied must comply with the current West Virginia Department of Transportation Division of Highways Standard Specifications for Roads and Bridges. The work consists of supplying hot-mix asphalt (HMA), mixed mechanically in a plant, composed of aggregate and asphalt material and designed in accordance with the Marshall Design System. Wearing Course and Base Course must meet the requirements of Section 401 Asphalt Specification. Bid pricing should be per ton for Wearing Course Type I and Base Course Type II. Vendors must be registered in West Virginia and may only submit one proposal unless alternate bid specifications are included. Each bid must list the full name and address of every person, firm, or corporation interested, and if a corporation, the names and addresses of the President and Secretary. Bids must be received by the specified deadline; late bids will be returned unopened. Deviations from specifications must be clearly indicated. The Finance Director reserves the right to reject all or parts of bids for any supplies or services if serving the public interest. E.E.O. Clause statements and relevant federal contract clauses apply. The City of Parkersburg does not discriminate based on disability.
