Renovation of a clubhouse / community center in Coachella, California. Working plans call for the renovation of a 17,800-square-foot, one-story above grade clubhouse / community center.

The owner has determined a prequalified list of design build companies. The project is expected to be released for bid inearly to mid April.” The work involves the design, remodel, and rehabilitation of a packinghouse to serve as a Community Resilience Center in a one-story building, approximately 17,800 square feet on a 2.09-acre lot. The project includes the renovation of the existing building and exterior grounds, providing facilities for emergency operations, emergency shelter, cooling center, commercial demonstration kitchen, office space, commercial space, non-profit operations, business incubator space, classrooms, demonstration gardens, and community events. The design/build/operate team is responsible for all aspects of design and permitting for both interior and exterior improvements, including structural, electrical, architectural, landscape, and civil design, as well as the construction of all proposed improvements. The team will also serve as an operational partner for the facility for a minimum of two years post-completion, with opportunities to expand commercial uses and develop programming for non-profit and City activities. Instructions require that all proposers must be pre-qualified before submitting proposals, completing the pre-qualification questionnaire, providing all requested materials, and being listed as an approved design-builder by the City. Joint ventures require all entities to be separately qualified. Answers to the questionnaire, current bonding capacity, and a notarized surety statement are required for evaluation. Pre-qualification packages must be submitted under seal and marked 'CONFIDENTIAL.' The City's decision is based on objective evaluation criteria, and adjustments to ratings can be made based on new information, with an opportunity for hearing if ratings change sufficiently to disqualify bidders. Pre-qualification requirements: It is mandatory that all Design-Builders who intend to submit a proposal fully complete the pre-qualification questionnaire, provide all requested materials, and be approved by the City. Each member of a Joint Venture must be separately qualified. Information about current bonding capacity and a notarized statement from a surety are required. Objective evaluation criteria will be used to determine qualifications. Pre-qualification packages must be submitted under seal and marked as confidential.
