Site work for a water / sewer project in Foresthill, California. Completed plans call for site work for a water / sewer project.
In accordance with the performance specifications prepared by HDR Engineering Inc., the Work includes the furnishing of all labor, materials, tax, equipment and services for the construction and completion of the interior relining for the 1200-foot-long carbon steel penstock pipe, with outside diameter varying from 9 feet-6 inch (at the top) to 8 feet (at the bottom), at PCWA's Ralston Powerhouse, and surge shaft. Work will include confined space entry, removal/transport/disposal of the existing hot coal tar enamel lining (hazardous material), abrasive blasting of the interior surface to achieve a 3-5 mil surface anchor profile (SSPC-VIS 1), chloride contamination testing of the prepared interior surface, and application of a minimum 50 to 60-mil-thick VOC compliant high performance industrial epoxy coating in accordance with SSPC-PA1. Work will also include touch-up coating on exterior surfaces of manholes using acrylic coating. The total Contract Time to achieve Final Completion is 895 calendar days. Due to the specialized nature and complexity of the construction, General Contractors proposing to bid this project must have been selected through a formalized prequalification process established by the Owner. At the time the Contract is bid, awarded and for the duration of the contract, the Owner requires that the General Contractor possess a valid State of California (CA) Class A Contractor's License (License), in addition to a C-33 specialty. The Contractor shall possess a valid Certificate of Reported Compliance in accordance with the California Air Resources Board In-Use Off-Road Diesel-Fueled Fleets Regulation. Bidders must comply with the provisions of the Business and Professions Code Section 7028.15 by setting forth their License number and expiration date on their bid. A Bid Guaranty in an amount not less than ten percent (10%) of the total aggregate of the bid, including all Additive and/or Alternate Bid Items shall accompany each bid. This Bid Guaranty is to be forfeited should the Bidder, if awarded the contract, fail to enter into the same, or fails to furnish the bonds and/or proof of insurance as stipulated in the Contract Documents. The checks or bond shall be made payable to the Owner. The successful Bidder will be required to furnish both a Faithful Performance Bond in the amount of one hundred percent (100%) and a Payment Bond in the amount of one hundred percent (100%) of the Contract price. The Owner reserves the right to award the Contract, to reject any and all Bids, to waive irregularities, and to reject nonconforming, nonresponsive or conditional Bids No bid received and read aloud may be withdrawn for a period of sixty (60) days after the bid opening date, except pursuant to Public Contract Code Section 5101 et seq. Pre-bid Notes: From the FFC, the group will drive to the Ralston Penstock Valve House (approx. 2 hours) in the Eldorado National Forest for a site walk-through from the valve house to the powerhouse (approx. 2 hours). Attendance at the entire pre-bid meeting and walk-through is mandatory for bidding. Bids received from Bidders who did not attend the meeting and walkthrough will be returned to the Bidder unopened. Attendance by subcontractors is not mandatory, but all interested prospective subcontractors are encouraged to attend. The Owner will transmit a formal Addenda to all recipients of Contract Documents as considered necessary in response to questions raised at the meeting and walk-through. Oral statements not confirmed by Addenda may not be relied upon and are not binding or legally effective. Except for mandatory walk-through, no other access to the project site will be granted pre-bid without the Owner's approval. During all site visits the Bidder must be accompanied full-time by an authorized representative of the Owner. No exceptions.
