The work generally consists of construction and installation of playground equipment and surfacing located at Cedar Lake. Bids shall be on a unit price basis. The work must be performed according to Iowa Statewide Urban Design and Specifications (SUDAS), 2025 edition, with the City's Bid Documents taking precedence in case of discrepancies. Items included in the project are exempt from State of Iowa and Local Option Sales and Use Taxes; contractors are responsible for obtaining the exemption or reimbursement. Bid security in the amount of five percent of the bid must accompany each bid. The successful bidder is required to provide performance and payment bonds, each in the amount of 100 percent of the contract price. All contractors and subcontractors must have a drug and alcohol testing policy as required by Iowa Code and submit an affidavit with their bid attesting to this practice. Preference will be given to Iowa-produced products and Iowa domestic labor to the extent lawfully required, and resident bidders may be allowed a preference against nonresident bidders from states or countries with their own bidding preferences. The City Council reserves the right to reject any and all bids, waive informalities and technicalities, and defer acceptance of any proposal for 60 days after bid opening. The City Council of the City of Cedar Rapids reserves the right to reject any and all bids, to waive informalities and technicalities, and to enter such contracts as it deems in the best interest of the City.
