Linn County Conservation Board (LCCB) is soliciting proposals from qualified and experienced companies or vendors with a demonstrated history of successful tree and/or vegetation removal at Bird Preserve in Cedar Rapids, IA. All questions and information requested in the Request for Proposal must be answered completely. Incomplete or missing information may cause a proposal to be eliminated from consideration. Questions about the Request for Proposal will be accepted by Mitch Ahrendsen, Natural Resources Manager, 319-360-5813. It is the proposer's responsibility to look at the site and determine work to be accomplished to meet scope prior to submitting a proposal and seek clarification of any ambiguities or other issues regarding this Request for Proposal that are not clearly understood. The last day to submit questions will be February 13th at 3:00pm This project involves the removal of all invasive woody shrub species (Honeysuckle, Autumn olive, Multiflora rose, Japanese barberry, Burning bush Euonymus, etc.) as determined by Linn County Conservation Board Staff. For purposes of this project, removed means cut at the base and immediately treated with the appropriate herbicide to prevent resprout, or in some cases a foliar application. Most material can be left onsite if it is broken down to a 4 foot above-ground level. This project is intended to be a complete removal of invasive species in designated areas within The Bird Preserve. The project areas are mapped below. All material must be treated with appropriate chemical to prevent resprout. This removal project will be conducted and evaluated over a 3 growing season time period with vegetation removal requirements during each growing season. This project will be broken into 3 sets of tasks. Each task will be completed when a percentage of removal is achieved. Task 1 will be the removal and herbicide application of woody invasive species. Task 1 will be considered complete when 80 percent of material is removed. Task 2 will be to evaluate the regeneration of these same species with the Linn County Conservation Board Project Manager followed by a second removal and herbicide application. Task 2 will be considered complete when 90 percent of material is removed. Task 3 will be to evaluate the regeneration of these same species with the Linn County Conservation Board Project Manager followed by a third removal and herbicide application. Task 3 will be considered complete when 95 percent of material is removed. Some areas also have tree plantings as part of their task. Tree planting will be completed at a rate of 200 trees per acre. Success will be evaluated by an initial survival rate of 90 percent at the time of first leaf out.
