The work generally consists of streetscaping, walkways, and plaza at the base of the Tree of Five Seasons Sculpture and converting 1st Street NE from one way to two way between E Avenue NE and 1st Avenue East, located at Tree of Five Seasons Park at the northwest corner of 1st Street NE and 1st Avenue East and 1st Street NE between E Avenue NE and 1st Avenue East. Bids are to be submitted on a Unit Price basis and must be completed and submitted online by the specified deadline. Each bidder must submit bid security as defined by Iowa Code Section 26.8 and furnish a corporate surety bond for faithful performance. All contractors and subcontractors must have a drug and alcohol testing policy in place and submit an acknowledgement with their bid. Preference is given to products, provisions, and labor from Iowa as required by state law. The City Council reserves the right to reject any and all bids, waive informalities and technicalities, and defer acceptance of any proposal for up to 60 calendar days after the bid opening. Items included in the project are exempt from State of Iowa and Local Option Sales and Use Taxes; the contractor is responsible for obtaining the exemption. No condition shall be included in the bid except as provided in the specifications. Copies of the bidding documents are available online. No pre-bid conference is scheduled for this project. The project is governed by the latest editions of Iowa Statewide Urban Design and Specifications (SUDAS), and City of Cedar Rapids General Supplemental Specifications to SUDAS, as applicable.
