Site work and new construction of a bridge / tunnel in West Hartford, Connecticut. Completed plans call for the construction of a bridge / tunnel.
Q/A :- All questions must be submitted in writing and emailed to the Purchasing Office, to procurement@westhartfordct.gov by January 27, 2026. Do not call the Engineer/Architect, Project Manager or Purchasing Office with questions Summary: The Leisure Services Department seeks proposals to replace an existing footbridge at the Miracle Field/Little League Complex with an ADA-compliant bridge to facilitate pedestrian access to the athletic fields. The current footbridge dates to the 1980'S when the fields were used by students from the former branch campus of the University of Connecticut nearby. It spans the Saint Joseph Brook, a tributary of Trout Brook. The current bridge is in poor condition. Background: The Miracle Field/Little League Complex, located at 1700 Asylum Avenue, is a recreation complex comprised of three youth baseball fields, a special field for children with disabilities, basketball courts, handicapped accessible restrooms and playgrounds. The footbridge connects the field complex to a parking lot to its northwest. Replacement Plan Details: The proposed bridge is a replacement and an upgrade of the existing bridge, which has degraded over time. It would be in the same location. Refer to plans prepared by SLR. The bridge structure will be located on new, engineered concrete abutments. Plans include all necessary erosion controls. Project includes minimal earthwork. Earthwork will be scheduled during low stream flow. The plan proposes straw wattles for sediment control. Contractor will provide Town staff with a detailed construction logistics plan and schedule prior to the start of construction, which will be sent to the Town Plan and Zoning Department. The schedule shall be updated bi-weekly. The Contractor may use mats between the bridge and the parking lot to minimize tracking. Traversing the stream is prohibited. The area is located in the FEMA 100-year flood zone. Contractor shall refer to notes on the plans as to special conditions and care for work in this area. All work shall be coordinated with Leisure Services staff and shall not conflict with the leagues use of the ball fields. Contactor shall comply with conditions of Inland Wetland and Zoning approvals, enclosed in RFP. The area of the bridge work is within a regulated area that was recently subject to the Inlands, Wetlands and Watercourse Agency's Approval of IWW application #1203 for the residential development at 1360 Trout Brook Drive. Therefore, the scope of this project is limited to the identified structural bridge work and associated site grading and stabilization. Restoration of the stream banks will be handled by another entity, and is not part of this RFP. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals.
