Site work, paving and renovation of a mixed-use development in West Hartford, Connecticut. Conceptual plans call for the renovation of a educational facility; and for site work for a water / sewer project.
The Town of West Hartford is seeking professional services for the preparation of plans, specifications, cost estimates, state grant application process and construction administration for the replacement of Roof at Whiting Lane Elementary School. Includes MEP related scope of work and in-filling of skylights. Include consultants Fees for these design services. The project will be publicly bid upon completion of design. Basic scope of services shall include all phases of design, including MEP consultants for MEP related scope of work. Site field investigation of existing facility. Final documents including construction documents and specifications, bidding assembly of documents, addendums, and contractor bidding stage interviews. Once project awarded, include shop drawings and construction administration for the duration of the construction and project closeout. Scope of scope of work includes replacement of existing roof, approx. 96,000 Sq. Ft. The Town of West Hartford will provide bidding front-end documents, post bid, bidding announcements, and project management oversight once project awarded for construction. The roof replacement project will be submitted to the State of CT for SCG, State Grant Process. Design professional shall include in their Fee Proposal the time to provide required paperwork and assist in this process and provide documents required to the state for this process for state approval of grant reimbursement for roof replacement. The design professional and his consultants will be expected to perform a walk-through of facility and inspect roof to verify existing conditions. Town can provide existing drawings if available for review. Scope of Design / Construction Work 1. Demolition and removal of different types of existing roofing; ballasted and 2-Ply Modified Bitumen, in their entirety. To be verified in field. 2. Removal of any mechanical fans and associated wiring on roof 3. Removal of existing perimeter gutters and storm downspout drains if applicable, 4. Removal of all existing acrylic skylights, approx. 50 total. To be replaced with metal deck roofing infill, insulation and EPDM roofing. 5. Installation of new EPDM roof system with insulation, and mechanically fastened cover board on ballasted roof, and fully adhered PVC roofing system on some sections of isolated roof area. Color to be selected by owner. 6. Installation of new metal access hatch assembly if required, and provide new ships ladders to access all roof areas, replacement of existing as needed. 7. Replacement of existing roof mechanical ventilation, exhaust fans, and insulated roof curbs. Rewiring of new fans 8. Removal of HVAC rooftop unit serving library and AC Split systems both on roof and in interior spaces 9. Removal of all existing interior ceilings and lighting in areas with skylights, classrooms and replace with new dropped ceilings, grids, and new LED lighting, electrical as needed for new systems. 10. Replacement of roof drains as needed including storm piping and pipe insulation, 11. Miscellaneous painting of any roof structures 12. Masonry Chimney Restoration as needed 13. Design to Conformance of all State and local codes 14. Architectural Firm shall coordinate with Environmental Abatement Design Firm and Documents to package one Bidding Set of final documents. All Questions to Rick Hyman Buyer. Question Deadline 11/26/2025 at 4:00 PM ET All questions must be submitted in writing and e-mailed to the Purchasing Office to procurement@westhartfordct.gov. It is the Owner's intent to have design completed, and State of CT Grant process completed and approved by early 2027. Construction documents to bid; Early Spring 2027, with construction contract award being made by April 2027 and roof replacement to be during Summer 2027 upon awarding to approved Qualified Bidding Contractor. Right to Revise or Reject. Town reserves the right, but not the obligation, to revise any insurance requirement, not limited to limits, coverages and endorsements, or to reject any insurance policies which fail to meet the criteria stated herein. Additionally, Town reserves the right, but not the obligation, to review and reject any insurer providing coverage due to its poor financial condition or failure to operate legally. The Town reserves the right to reject proposal for any reason the Town deems advisable and to award a contract to any of the Proposers of service at the sole discretion of the Town. Any item required in this request for Proposal that is not included in a respondent's Proposal shall be specifically noted. If there are no specifically noted exclusions in a Proposal it will be assumed that the Proposer accepts and understands all of the requirements of this RFP. The method of Contractor Selection has not been Determined at this time.
