Description: The City of Nampa (City) invites written proposals to provide Vulnerable User Identification and Safety (VIS) Demonstration System and to help understand and manage conflicts between motor vehicles and vulnerable road users such as bicyclists and pedestrians. The procurement of the elements of the VIS Demonstration System is part of a larger vision to manage traffic operations and public safety incidents throughout the city and as a technology demonstration for the region's partner agencies including Community Planning Association of Southwest Idaho (COMPASS), Ada County Highway District (ACHD), and Idaho Transportation Department (ITD). Proposers shall submit a proposal of a VIS Demonstration System capable of multimodal detection, processing, signal controller actuation, and analytics. The VIS Demonstration System will be procured as an annual Software-as-a-Service, which includes any necessary hardware and/or software subsystems to meet the System Requirements (Attachment B). The City may select more than one proposer to address some or all of the safety applications described in this RFP. The project includes four traffic signals and two pedestrian hybrid beacons on the 12 th Avenue Road Corridor (State Highway 45) between E. Roosevelt Ave and W. Greenhurst Road (see Figure 1 below). ITD District 3 is the owner of the signal system infrastructure, while the City operates and maintains. The City is responsible for coordinating any signal system modifications with ITD District 3. Traffic Signal System Environment The project will focus on the interface of the proposed VIS Demonstration System into the Citys traffic signal controller environment. The existing traffic signal cabinets are TS2 Type 1 with SDLC connectivity. The existing traffic signal controllers are Econolite Cobalt with EOS software. The project will interface the VIS Demonstration System with the Econolite Cobalt Advanced Transportation Controllers (ATCs). The ATCs communicate over a high-bandwidth fiber network and feed back to the Econolite Centracs signal management platform with the Econolite Signal Performance Measures (SPM) module. The VIS Demonstration System will detect safety events and provide associated inputs to the ATC to dynamically adjust signal timing based on the use cases enacted and associated user-defined thresholds. Demonstration Evaluation The City will use the data from the VIS Demonstration System to evaluate how safety, efficiency, and real-time responsiveness were improved at the six locations. The Proposers VIS Demonstration System shall be commissioned and operational no later than six (6) months after the Purchase Agreement execution. More aggressive schedules will be scored higher in the Deployment Scoring Criteria.
