The project consists of landscape maintenance at fourteen locations, including twelve parks, the Musto Center, and the Central Avenue traffic islands in Union City. Maintenance includes fertilization, soil building, hardwood mulch, pruning, mowing, weed/insect/disease control, litter control, and any other procedures outlined in the project specifications. Additionally, a lump sum allocation is established for the installation of landscape improvements in some parks, if and where directed by the City. Landscape maintenance shall begin no later than April 1, 2026, and continue at the fourteen locations until November 27, 2026. Proposals must be made on the standard Bid Form as designated in the contract documents and enclosed in sealed envelopes with the bidder's name, address, and project name on the outside. Each proposal must be accompanied by a Statement of Consent of Surety from a surety company authorized to do business in New Jersey, and either a Bid Bond or Certified Check drawn to the order of the City of Union City for not less than ten percent (10%) of the amount bid, not to exceed $20,000. The successful bidder must submit a performance bond and payment bond for the full amount of the project and all labor. Contractors must submit one original proposal and two complete copies (clipped, not stapled) in the sealed bid envelope. Proposals are accepted only from properly qualified bidders who meet all requirements specified in the contract documents. The bid must also include a list of names and addresses of all stockholders owning 10% or more of the stock. Compliance with Affirmative Action requirements, the New Jersey Prevailing Wage Act, Copeland Act, Worker and Community Right-to-Know Act, and Anti-Drug/Alcohol regulations is required. The Owner reserves the right to waive informalities, reject any or all bids, or abandon the project if necessary.
