Site work and new construction of a mixed-use development in Bedford, Massachusetts. Completed plans call for site work for a power facility; transportation facility; for the construction of a transportation facility; and power facility.

The work includes procuring and installing roof-mounted solar photovoltaic panels on hangars 47, 49, and 50. The General Contractor is required to be DCAMM certified in Building and Electrical. General Bidders must submit a current Certificate of Eligibility and an Update Statement, with certification in the category of Electrical. Filed Sub-bidders must also submit a current Sub-bidder Certificate of Eligibility and a Sub-bidder Update Statement, with certification in the relevant sub-bid category. Bidding procedures and award of contracts and sub-contracts will be in accordance with Sections 44A through 44H of Chapter 149 of the General Laws of Massachusetts. A proposal guaranty is required with each General Bid, consisting of a bid deposit for five percent of the value of the bid. Filed sub-bids are required and will be taken for Roofing and Flashing. The successful Bidder must furnish a performance bond and a labor and materials payment bond, each for 100% of the Contract price. Minimum wage rates must be paid as determined by law. The successful Bidder must also purchase and maintain Bodily Injury Liability Insurance and Property Damage Liability Insurance for a combined single limit of five million dollars, with the Authority included as Additional Insured. Not less than 2.5% of the Contract must be performed by minority and women-owned business enterprise contractors. The contract is also subject to Affirmative Action and Non-Discrimination requirements. The Authority reserves the right to waive any informality in or reject any or all proposals and bids.
