Maintain and repair the HVAC, steam, and plumbing systems at the Bedford VA Medical Center, including service for condensate pumps, steam absorption chillers, condensate return systems, steam coils, boilers, and associated steam appurtenances. Provide comprehensive preventative maintenance, inspections, testing, repairs, emergency response, and system support under a base year plus four option year contract. Perform semi-annual backflow testing in accordance with MADEP requirements and provide necessary repairs using OEM or approved equal components. Conduct annual boiler maintenance for eleven 130,000 BTU gas boilers at the Crescent House, including inspection, reporting, and minor parts replacement. Provide emergency HVAC, steam, and plumbing repair services with an on-site response within eight hours, including certified welders, plumbers, and foremen, and ensure unsafe conditions are isolated when immediate repair is not feasible. Perform duct inspections and cleaning in Building 7 following NADCA 2021 ACR standards, using negative-pressure HEPA filtration and providing before-and-after documentation. Complete HVAC repair projects in Buildings 7, 61, 78, and 80, including replacement of frozen intake louvers, installation of circulation pumps, insulation replacement, blower repairs, and extensive replacement of pneumatic controls, dampers, actuators, sensors, and related components. All work shall comply with applicable State, Federal, and EPA regulations, VA safety requirements, and manufacturer specifications, and shall be coordinated with the Contracting Officer Representative.
