This requirement is for the purchase of equipment and services for Uninterruptible Power Supply (UPS) replacement, revitalization, and preventive maintenance at the Bedford VA Medical Center. The work includes replacement of two APC Symmetra SYMSTRF UPS systems in Building 61 with two latest 16 KVA APC Symmetra units, including new battery cabinets and battery modules. Pricing shall include separate line items for each 16 KVA replacement, and load verification may determine whether one replacement is sufficient, in which case the cost of one UPS shall be credited back to the VA. The revitalization of the UPS in Building 3 requires replacing active components and restoring system reliability, including replacing and testing battery modules, power modules, intelligence modules, static switch, and communication card, and restoring alarm notification to the VA/OIT system, with a two-year parts and labor warranty on replaced equipment. The contractor shall complete all UPS replacement and revitalization work during the base year, coordinate UPS startup with the manufacturer technician in the presence of the COR, OIT representative, and Engineering, and is responsible for delivery, installation, removal, and disposal of equipment, providing waste containers, performing all lockout/tagout procedures, and scheduling server outages on weekends. Work not affecting operations may be performed during business hours. Preventive maintenance consists of two services per contract year for Building 3 and Building 61, including one semi-annual and one annual service, with emergency services required within a 24-hour period or sooner for both locations. Service includes inspection, verification, performance checks, temperature checks, component condition assessments, alarm verification, waveform recording, and functional testing as applicable, with annual service adding additional inspections, calibrations, fuse checks, system testing, and cleaning. Detailed requirements include pricing for a base year plus four option years, separate line items for annual and bi-annual preventive maintenance, 24-hour technical support, onsite service hours, and parts, repairs, and battery replacement with a $20,000 allowance. Emergency labor rates and parts discounts must be provided. All work, materials, and workmanship must conform to applicable standards, VA SOPs, industry practices, safety codes, and Massachusetts state building code, with required notifications and approvals for ILSM, ICRA, shutdowns, and safety compliance. Contractor responsibilities include verifying site conditions, protecting utilities, maintaining safety, following VA security procedures, ensuring proper identification and restricted access, preventing unauthorized photography, coordinating with the COR and end users, complying with VA worksite rules, legally disposing of debris and waste, and providing required protection measures consistent with Interim Life Safety Measures and Infection Control Risk Assessment. Contractors must ensure qualified technicians, submit RFIs in writing, obtain approval for change orders before work, warrant work for one year, and complete final walkthrough and acceptance with the COR.
