Wastewater Treatment Plant Improvements The work includes installation of a new manual basket screen structure, refurbishment of lagoon cell #1 level control structure, refurbishment of lagoon cell #2 level control structure, new replacement blowers, refurbishment of existing sand filters, and miscellaneous valve replacement. Instructions to bidders include the following: - Obtain bidding documents from the designated website. - Submit bids including all required documentation by the specified date and time at the indicated location. - Bid security in the amount of five percent (5%) of the maximum bid price must accompany the bid. - Bids must be submitted in a plainly marked package and late submissions will not be accepted. - Bidders must acknowledge receipt of all addenda on the Bid Form. - Evidence of authority and qualification to do business in the state must be included or covenanted to be obtained before contract award. - Bids will be evaluated and awarded to the responsible bidder submitting the lowest responsive bid, with the Owner reserving rights to reject any or all bids. - Compliance with federal and state requirements is mandatory, including the Davis-Bacon Act, Employment of Illinois Workers on Public Works Act, Illinois Works Jobs Program Act, Build America, Buy America Act, and specified affirmative efforts for disadvantaged business enterprises. - Refer to the Instructions to Bidders in the bidding documents for further requirements regarding bid submittal, qualifications, procedures, and contract award. MBE (7.8%), WBE (6.9%) Completion- 365 days Question Deadline 02/24/2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing . Questions received less than seven days prior to the date for opening of Bids may not be answered.
