The Lake Panorama Rural Improvement Zone (RIZ) is seeking proposals for general lake maintenance, including but not limited to basin maintenance, operation of utility barge and debris skimmer for clamshell/mechanical dredging, and debris removal for Lake Panorama during calendar year 2026. The project also includes certain administrative and government reporting services to be performed for RIZ, such as maintenance planning, coordination of day-to-day management of specific water quality activities, assistance in property acquisition and strategy, consulting services, and pursuit of cooperative funding for a period ending March 31, 2027. General lake maintenance work is to commence as soon as practical in 2026 and be completed by December 31, 2026. Administrative services, including general accounting, annual financial reporting, annual urban renewal report, annual TIF debt certification, and annual operating budget, shall commence on April 1, 2026 and continue as needed through March 31, 2027. Each proposal must be submitted in a sealed envelope prominently labeled and delivered by the specified deadline. No oral, facsimile, telephonic/telegraphic, or electronic submissions will be considered. Each bid must be accompanied by a bid security in a separate envelope, amounting to five percent of the bid, in the form specified, as a guarantee that the successful bidder will enter a contract and furnish required bonds. The successful bidder will be required to provide a performance bond and payment bond for faithful contract performance. The contract will be awarded to the lowest responsible, responsive bidder, provided all bidding requirements are met. The RIZ reserves the right to waive informalities or irregularities and reject any or all bids.
