This project involves the construction of an earthen embankment to impound water and future dredge spoils taken from Lake Panorama. The activities include approximately 138,000 cubic yards of earthwork, installation of a concrete water control structure with associated pipes and other appurtenances, placement of rip rap, placement of HDPE dredge pipe, seeding/mulching, and other associated work. Contractors shall fully complete the earthwork activities, water control structure and outlet pipe installation, placement of rip rap, placement of HDPE dredge pipe, and other associated work along the project area by the specified substantial completion date. Final stabilization and seeding/mulching efforts must be completed by the final completion date. Each bidder must accompany its bid with bid security as defined by Iowa Code, as security that the successful bidder will enter into a contract and furnish a corporate surety bond for 100% of the contract amount. The bid must contain no conditions except as provided in the specifications. The owner reserves the right to reject any or all bids, to waive informalities, and to enter into such contract(s) as deemed to be in the best interest of the jurisdiction. Preferences will be given to Iowa products and labor, and statutory preference rules apply for resident and nonresident bidders.
