Port Work Project Number: U00470 Consultant Project Number: WA15.0259.07 The Port of Seattle invites the submittal of Proposals from firms, or teams of firms, interested in providing Building Engineering Services for the Generator Controls Project at Seattle-Tacoma International Airport. This project will be delivered using the Building Engineering Systems (BES) process, in accordance with RCW 39.04.290, which will upgrade the Emergency Generators for Concourse A and the C4 Area. The scope of work includes, but is not limited to, replacing the aging programmable logic controllers, increasing the visibility of the Generators from the Port's remote SCADA room, integrating the generator room HVAC controls into the Port's DDC system and correcting NFPA non-compliant issues. The project will require the Contractor to provide a temporary generator and connect to existing backup generator power supply boxes at the ramp level of Concourse A. Proposals shall be submitted via email to the designated address. The WMBE utilization goal is 12% for this contract. Mandatory 15% apprentice labor hours of the total labor hours are a requirement of the construction contract. Workforce diversity goals for this apprentice participation are identified in the Apprenticeship Program section. All proposers must comply with all relevant federal civil rights statutes and regulations. The A Concourse and Combined Communications and Control Center (C4) generators provide backup power to life safety items such as egress lighting, fire alarms, radio systems, evacuation elevators, exit doors, fire pumps, the Airport Communications Center, and 911 dispatch in the C4. This project will replace these generators obsolete GE Fanuc Programmable Logic Controller (PLC) with the new standard Allen Bradley PLCs. Additional scope involves integrating the generators' operation status and support systems into the Supervisory Control and Data Analysis (SCADA) system, integrating the generator rooms' HVAC controls into the Siemens Direct Digital Control (DDC) system, and correcting NFPA non-compliant issues in the generator rooms, including but not limited to labeling, backup lighting, & service-rated panels for the radiators fans and pumps. The estimated contract value is four million seven hundred thousand dollars ($4,700,000.00).
