Garfield County is soliciting interest from consulting firms with expertise in Civil and Structural Engineering Design for replacement of Shangle Bridge. All services will follow Washington State Department of Transportation standards and procedures for Local Agencies. This agreement will be for approximately sixty months with an option for extension. Consultants will perform environmental documentation approval and permitting, preliminary engineering design, right-of-way acquisition, and construction engineering for the replacement of Shangle Bridge. The proposed improvements include constructing a new steel structure bridge with asphalt or concrete paved deck, associated approach roadway, and removal of the existing single-span bridge. The project also includes new approach roadway design, upstream temporary detour bridge/culvert design, environmental documentation and preparation of permit applications, structural design for retaining walls and bridge, and determination of right-of-way needs and plan preparation. Garfield County reserves the right to retain the services of the successful firm(s) for subsequent phases associated with this project. Submittals will be evaluated and ranked based on: 1) Qualifications of proposed Project Engineer, 2) Qualifications/expertise of firm, 3) Ability to meet schedule, 4) Approach to project, 5) Familiarity with WSDOT/FHWA standards, 6) Past Performance/References. Submittals should include firm name, phone number, names of Principal-in-Charge and County Engineer, and number of employees in each firm proposed to the project.
