Project 26-12 involves demolition and site clearing for various departments. Sealed bids, consisting of one original and one copy, must be submitted to the Office of the Montgomery County Purchasing Agent. Specifications for the project may be obtained at the purchasing office or downloaded from the relevant website. All bids are to be based on lump sum pricing, and payment will be made net thirty (30) days after receipt of products, materials, services, or invoices, unless otherwise stated. The Commissioners' Court reserves the right to reject any or all bids and to waive informalities in received bids. Bids received after the designated closing time will be returned unopened. If the bid amount exceeds $100,000.00, a Bid Bond from an approved surety company is required in the amount of five percent (5%) of the total bid. If applicable, the successful bidder must provide a Performance Bond and Payment Bond, each for one hundred percent (100%) of the project amount. A prescribed prevailing wage rate applies to the project. Vendors are responsible for monitoring for any issued Addenda. For any questions relating to the specifications or the submission ofthis bid, contact Matthew Alexander, Senior Buyer by email at matthew.alexander@mctx.org or by calling 936.538.5912 It is the intent of Montgomery County to secure pricing and availability for demolition, asbestos abatement, water well plugging and capping, and site clearing of various structures throughout Montgomery County, Texas on an as needed basis, including some projects funded with Federal monies. Prior to beginning any work, the awarded vendor must contact the Montgomery County Environmental Department at 936-539-7839. The contacts at the department are Director of Environmental Health Scott Nichols and Nuisance Abatement Investigator Rick Jordan. Arrangements will be made for a viewing of the designated houses or buildings to be demolished. The awarded vendor will be required to submit an estimated amount for the demolition to Environmental Department prior to commencement of work. Upon completion of work, the awarded vendor will contact the Montgomery County Environmental Department's representatives. At that time, an inspection will be done and upon completion of the inspection, the awarded vendor will be required to submit their invoice along with all back up documents, permits, receipt tickets and any other pertinent documents. Contractor shall provide services for demolition, asbestos abatement, water well plugging and capping, and site clearing of various structures as described herein. The contractor shall provide adequate protection of and shall avoid interference with persons, adjacent property, facilities and utilities. Contractor shall furnish all safety devices such as barricades, warning lights and any other device necessary for the protection of the public and property, and shall remove all safety devices upon completion of this contract. If applicable, the contractor shall immediately drain-swimming pools, which will remain empty at all times, whether or not demolition work is in progress. All work performed under this contract is subject to final acceptance by an authorized representative of the county prior to payment. To insure an uninterrupted source of service, Montgomery County reserves the right to award to a "Primary" and a "Secondary" contractor. Montgomery County will initially request service from the "Primary" contractor and only from the "Secondary" contractor as necessary due to time constraints, availability, etc. All work and disposal of material shall be performed in strict compliance with all applicable federal, state and local statutes, codes and regulations, and completed within a reasonable time and in a thorough, workmanlike manner in accordance with the latest proven practices of the trade by thoroughly skilled and experienced workmen. All equipment and materials shall be confined to the jobsite. Montgomery County does not assume any responsibility for any materials, tools or equipment stored on or about the premises. Work may be performed during daylight hours only. Contractor will take diligent care to avoid activities leading to complaints from surrounding neighbors due to work being done during evening hours or excessive noise. Bidder may offer additional services related to the scope of services listed in the Bid Form by identifying in the related items section other services not specifically identified by Montgomery County in this bid. Though the related items offered may be considered during the award recommendation, the affect of the related items cannot be extended and totaled in determining the lowest bidder since an estimated usage is unknown.
