As of February 27, 2026 this project has not yet been awarded. This project is scheduled to go to our April Board Meeting. Sealed bids are requested for the 2026 LCC Parking Lot Restoration Phase II Project (project number Q01228) for Harper College. The project includes, but is not limited to, mobilization, site preparation, demolition, excavation, concrete foundation and flat work, utility work, landscaping, and restoration. Contractors must comply with Illinois statutory requirements regarding labor, including Equal Employment Opportunity Laws, and pay not less than the prevailing rates of wages as per the Illinois Wages of Employees on Public Works Act (820 ILCS 130/1-12). Bidders must submit a bid security in the form of a bid bond equal to 10 percent of the aggregate of the Base Bid amount and all Alternate Bid amounts. A Performance, Labor, and Materials Payment Bonds in the amount of 100% of the Total Contract amount is required from the successful bidder. Bidders must comply with the Business Enterprise Program: Participation and Utilization Plan with a 20 percent aspirational goal on the contract. No bid may be withdrawn for ninety days after submission without the consent of the Board of Trustees. Harper College reserves the right to reject any or all bids or parts thereof, to waive any irregularities or informalities in bidding procedures, and to award the contract in a manner best serving the interest of the College. Any bid submitted unsealed, unsigned, by fax, or email, or received after the deadline may be disqualified and returned to the bidder.
