Overall design, construction administration, inspection services and general engineering consultation services for West Harrison Water & Sewer District’s Vidalia Road Water Improvements. Services to be provided by the selected firm include all phases of the design, bidding, and construction administration of the projects, including resident inspection, general consultation services, and assistance in developing applications and seeking grant funds from all available sources. All work shall be performed in accordance with the executed Agreement and guidelines promulgated by the grant funding agencies as applicable. Proposals shall be submitted in a sealed envelope marked plainly with 'REQUEST FOR GENERAL ENGINEERING SERVICES VIDALIA ROAD WATER IMPROVEMENTS' and include 6 copies. The sealed envelope shall also list the company name and address. Partial proposals will not be accepted. The contract will be awarded to the most qualified responder, based on experience with similar type of projects, qualifications and technical expertise in similar projects, knowledge of the district and familiarity with district standards and preferences, and capacity to perform the work in a timely manner. The district reserves the right to accept or reject any or all submittals or to waive any informality and technicalities. No formal presentation is needed or desired, but informal interviews may be scheduled at the district’s discretion. Negotiations will initially be conducted with the highest-ranked firm; if unsuccessful, negotiations will proceed with the next highest-ranked firm until a satisfactory contract is reached, including agreement on the scope and extent of work and other essential requirements.
