Renovation of an educational facility in Berkeley, California. Completed plans call for the renovation of a educational facility.

The University and Webcor Builders have determined that bidders who submit bids on this project must be prequalified. Prequalified bidders will be required to have California Contractor's License Classification(s) that must be current, valid and in good standing with the California Contractor's State License Board. License(s) required as noted below or other appropriate License(s) approved by CSLB for the Scope of Work and have current DIR registration. Webcor Builders is conducting the Prequalification process and future Bid process for the Work Packages as identified below. Prequalification submission for these Work Packages will be received by Webcor Builders. Prequalified bidders will be invited to bid on the Work Packages (Bid Packages), and the lowest responsible bidder will enter into a subcontract with Webcor Builders, who has a contract with the University and is the Construction Manager at Risk (CMAR) for this project. Additional bid packages for other scopes of work will be prequalified and bid at a later date. Work Package Scope of Work WP-01 Make-Ready - Site Utilities - Wet & Dry (CSLB License - A) $7,500,000 WP-08 Make Ready - Demolition and Earthwork (CSLB License - C-21) $1,000,000. The project includes construction of an all-electric central heating and cooling plant ("EHCP" or the "Project") for the campus. The primary function of the EHCP is to provide space for the mechanical and electrical equipment that will serve the campus by distributing hot and chilled water to replace the existing co-gen natural gas steam plant. The system includes a thermal energy storage (TES) exterior steel tank that will store 2 million gallons of water. The TES tank is located southeast of the building between the Hearst Gymnasium and Anthropology & Art Practice buildings. The plant is one level, with the main entry point at the West elevation. This level also includes program area for the Facilities staff, including the control room for the plant and an open office area. The north and east sides of the building are mostly below grade. The roof will be used as a recreational field and provides at-grade egress on the north side due to the topography. As part of the EHCP project there will be a significant Make Ready scope which includes demolition, earthwork, and underground wet and dry utilities. WP-01 Make-Ready - Site Utilities - Wet & Dry - (CSLB License - A) Furnish and install Make-Ready wet utilities including trenching, backfill, steam and condensate, water, and drainage scopes. Furnish and install Make-Ready dry utilities including trenching, backfill, electrical and telecom duct bank and high, medium, and low voltage wiring and equipment. WP-08 Make Ready - Demolition and Earthwork - (CSLB License - C-21) Scope includes demolition of existing utilities (electrical duct bank and wiring, steam and condensate piping, water and drainage piping, etc.), site clearing and demotion of landscape, grading and paving. Prequalification Documents will be issued through an electronic system called online and Trade Tapp. To request an invitation, use link provided above under "General Description of Work". Note that all Prospective Bidders must complete Subcontractor Prequalification in order to be considered for this project. Questions or requests for clarification and/or interpretation of the Prequalification Documents must be submitted using online by posting on the Message Board by the due date for questions noted above. Questions received after the deadline may be answered at the discretion of Webcor Builders and the University. If the prospective Bidder is determined by Webcor Builders and the University not to be prequalified, the prospective Bidder may request a review by Webcor Builders and the University. Any such requests must be received by Webcor Builders and the University within 3 calendar days after receipt by the prospective Bidder of the determination. The decision resulting from such review is final and is not appealable within Webcor Builders and the University of California. Any person or entity not satisfied with the outcome of the prequalification must file a writ challenging the outcome within 10 calendar days from the date of Webcor Builders or University's written notice regarding prequalification determination. Any assertion that the outcome of the prequalification process was improper will not be a ground for a bid protest. All information for prequalification evaluation will be considered official information acquired in confidence and Webcor Builders and the University will maintain its confidentiality to the extent permitted by law. Webcor Builders will receive bids directly and ONLY from prequalified Contractors. Prequalified Contractors will be issued a complete set of bidding documents. Prospective bidders desiring to be prequalified are informed that they will be subject to and must fully comply with all the bid conditions. Project will be insured under a University Controlled Insurance Program ("UCIP") providing workers' compensation and employer's liability insurance coverage, commercial general liability insurance coverage, and excess liability insurance coverage for Work performed on or at the Project site ("UCIP Coverages"). All insurance policies required to be obtained by successful Proposer shall be subject to approval by the University for form and substance. All such policies shall be issued by a company rated by Best as A- or better with a financial classification of VIII or better, or have equivalent rating by Standard and Poor's or Moody's. The Certificate of Insurance shall be issued on the University's form. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the non discrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. The successful Prequalified Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour) and shall comply with all applicable federal, state and local working condition requirements. However, Webcor Builders and the University reserves the right to reopen the Prequalification Process and to request, receive, and evaluate supplemental information after the above time and date at its sole determination. Webcor Builders and the University reserves the right to reject any or all responses to Prequalification Questionnaires and to waive non-material irregularities in any response received. If Webcor Builders and the University deem there is not a sufficient pool of a particular designated subcontractor for competitive bidding, Webcor Builders and the University reserves the right to withdraw the prequalification requirements for that particular designated subcontractor and to continue to prequalify the other designated subcontractors.
