The work shall include site and existing building demolition, new site and building construction as in- cluded in the Bid Docu- ments and Specifications. Bids shall be properly and completely executed on a State Board of Ac- counts Form 96 (Revised 2013). Written questions will be accepted until January 28, 2026 Sealed bids are invited for the Utility Services Administration Building for the City of Franklin, Indiana. The work includes site and existing building demolition, along with new site and building construction as included in the bid documents and specifications. Bids must be fully executed on a State Board of Accounts Form 96 (Revised 2013), accompanied by the Contractor's Bid Attachment, a completed and signed financial statement, and a bid security of not less than 5% of the total bid price in the form of a certified check or acceptable bidder's bond. The contract will be awarded to the lowest, responsive, responsible bidder. All contractors entering into a contract must enroll in and verify the work eligibility status of all newly hired employees through the E-Verify program, provide an Indiana Iran Investment Certification, and are required to drug test employees if the cost of the public works project exceeds $150,000.00. The awarded contractor must furnish performance and payment bonds each in the amount of 100% of the contract price and maintain insurance coverage as specified. Submission of a signed bid constitutes acknowledgment and acceptance of all contractual-legal requirements and technical sections in the bid documents and specifications. The City reserves the right to waive informalities or minor defects in bids, reject any and all bids, or accept the bid from the lowest, most responsible, and responsive bidder as exclusively determined by the City. No bid may be withdrawn within 60 days after the date of opening. All contractors, including tier contractors, must comply with all relevant state codes referenced in the bid documents.
