Sealed bids are invited for the 2026 Maintenance Improvement Program; Asphalt Milling, Patching, and Resurfacing Project for the City of Franklin, Indiana. Bids must be properly and completely executed on a State Board of Accounts Form 96, accompanied by the Contractor's Bid Attachment, a completed and signed Financial Statement, and a bid security in the form of a certified check or Bidder's bond for at least 5% of the total bid price. The contract will be awarded according to Indiana public works code, and contractors must adhere to the law regarding contractor tier structure, document preservation, and inspection. A conditional or qualified bid will not be accepted. The award will be made to the lowest, responsive, responsible bidder. Contractors must enroll in and verify employee work eligibility through E-Verify, provide an Indiana Iran Investment Certification, and comply with drug testing requirements when the project cost exceeds $150,000. The successful contractor must furnish a Performance and Payment Bond for 100% of the contract price and maintain required insurance coverage. All contractors must comply with specified Indiana Code sections. Bids may be withdrawn by written request before the opening, but not within 60 days after opening. The City reserves the right to waive informalities, reject any or all bids, or accept the most responsible and responsive bid. Submission of a bid constitutes acceptance of all documents and terms. Copies of bid documents may be requested from the Department of Planning and Engineering. Written questions may be submitted to the City Engineer, and responses will be provided to all plan holders before bid opening.
