The District is seeking proposals from pre-qualified firms for Lease-Leaseback Construction Services for the Whittier High School Athletic Fields Improvement Project. The services include pre-construction activities such as design review, constructability review, and value engineering, as well as the completion of construction services. All proposals must follow the format described in the Request for Proposals, be submitted in sealed envelopes, and adhere to prequalification requirements for proposers and any mechanical, electrical, and plumbing subcontractors. The project is subject to a Community Workforce Agreement, requiring the successful proposer and all subcontractors to sign a Letter of Assent. Each proposer must be a licensed contractor, specifically as a Class A General Engineering Contractor or Class B General Building Contractor, and maintain this license for the duration of the contract. Bidders must also comply with all prevailing wage, apprenticeship, and labor code provisions, and provide performance and payment bonds each equal to 100% of the Guaranteed Maximum Price. The District will select the proposer submitting the best value proposal according to the evaluation criteria specified in the RFP, and reserves the right to reject any or all proposals and to waive any irregularities or informalities in the proposals or process. Convert the existing natural turf / infield fines Baseball and Softball fields to multi-use synthetic turf with 2 new Soccer / Football fields (CMAS) 2. Convert the existing natural turf Football field to synthetic turf (CMAS) 3. Demolish existing track surfacing and re-surface with new synthetic track surfacing (CMAS) 4. Provide new asphalt paving and new D-zone synthetic track surfacing (CMAS) 5. Provide 2 new long/triple jumps with sand catcher and track surfaced lids and take-off boards 6. Provide 2 new cast-in-place pole vault standards and boxes with track surfaced lids 7. Provide new cast-in-place high jumpProvide new discus cage and throwing circles 9. Provide 2 new cast-in-place shot put circles with toe boards along with decomposed granite throwing sectors and perimeter curbs. 10. Provide new permeable base and subterranean storm drainage infrastructure for large four sport multi-use synthetic surface and new track and field. 11. Provide new quick coupler system for hydration. 12. Provide new bullpens 13. Realign Baseball and Softball batting cages 14. Provide and install Musco lighting (14 poles) 15. Provide and install 2 rotating goal posts and four permanent foul poles 16. Provide and install 3 electronic scoreboards for Track and Field, Baseball, and Softball. 17.
