This solicitation seeks qualified suppliers to provide a comprehensive portfolio of Public Sector Enterprise Resource Planning (ERP) Software to support the operational needs of municipalities, cities, federal and provincial governments, academic institutions, and healthcare organizations. The solution must natively support integrated financial management, general ledger, payables, receivables, procurement and contract lifecycle management, HR, payroll, timekeeping, budget development, forecasting, reporting, asset and work management, workflow automation, audit trail, role-based access, analytics, and reporting, and must be vendor-hosted, vendor-maintained, and continuously updated. Acceptable models include a unified ERP suite, best-of-breed solutions with integration capability, and specialty municipal systems limited to key administrative functions. Proponents must primarily provide an ERP solution. Proposals from entities whose main product is not a full ERP solution, or those that are resellers, distributors, brokers, or agents rather than the original software manufacturer, will not be accepted. Proposals must be submitted electronically via the Procurement Portal, answering specification questionnaires directly in the portal and including all required pricing and documentation in accordance with portal instructions. Proponents must register as a vendor, answer all specification questions, submit pricing in Canadian funds, and adhere to all portal-upload requirements. Addenda and communications are handled solely through the portal, and no guarantee of volume of work is provided. Proponents must identify any subsidiaries or third-party involvement in their proposal and describe distribution/service networks as appropriate. Only a single legal entity may submit a proposal, assuming all responsibility for the deliverables.
