Defence Construction Canada is inviting contractors and suppliers to apply to be placed on an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil work required by the Department of National Defence at 17 Wing Detachment Dundurn. The OCSL will be used to tender construction services with an estimated value of $10 million and below. Interested contractors and suppliers must submit a request to be placed on the OCSL through the MERX posting, indicating their preferred official language. Contractors and suppliers that were placed on the previous OCSL must re-apply. Opportunities to bid will be electronically sent to all contractors and suppliers on the OCSL, and tenders will close electronically through MERX. Contractors and suppliers who apply must have an active MERX account. All contracts may include performance standards, security requirements, and compliance with DCC’s Procurement Code of Conduct. DCC may require additional pre-qualification requirements for specific tenders and reserves several rights related to list management and tendering procedures. Tenders may be set aside for Indigenous businesses as per federal policy, requiring appropriate registration in the Indigenous Business Directory. Contracts may be subject to security requirements such as Designated Organization Screening, reliability status for personnel, or more stringent clearances as necessary. DCC may reject applications not meeting requirements and may request clarifications as needed. Contractors and suppliers on the OCSL provide their consent for their information to be publicly disclosed upon inclusion on the list. Pre-qualification requirements: Applicants must submit a request to be placed on the OCSL via the MERX posting, indicate their preferred official language, and have an active MERX account. Contractors and suppliers may also be required to meet security clearance requirements and comply with DCC’s Procurement Code of Conduct. For tenders set aside for Indigenous businesses, the business must be registered in Indigenous Services Canada’s Indigenous Business Directory. Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
