Defence Construction Canada (DCC) is inviting contractors and suppliers to apply to be placed on an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil work required by the Department of National Defence, at CFB Wainwright for three fiscal years. Interested contractors and suppliers may request to be placed on the OCSL at any time. Contractors and suppliers must submit a request through the MERX posting and indicate their preferred official language (English or French). Contractors and suppliers that were placed on the previous OCSL must re-apply for the new term. The OCSL will be used to tender construction services with an estimated value of $10 million and below. All contractors and suppliers on the OCSL will be invited to bid on work, and invitations will be sent electronically through MERX. Tenders will close electronically through MERX, and an active MERX account is required to submit electronic bids. To bid on a tender call, a bidder must be registered on the OCSL used for the tender call; if the legal name does not appear on the OCSL, the bid may be considered non-compliant. DCC reserves the right to continue using existing source lists, establish other source lists for specific categories, verify interest and remove non-interested contractors, require additional pre-qualification requirements, or post a tender openly on MERX. Some tenders may be set aside for Indigenous businesses in accordance with the Procurement Strategy for Indigenous Business (PSIB). Contracts awarded by DCC include measurable performance standards, and contractors or suppliers that receive unacceptable or failing scores may be removed from the OCSL. All contracts are subject to DCC’s Procurement Code of Conduct. Tenders and contracts may contain organization and personnel security requirements. DCC reserves the right to reject any application that does not meet requirements and request clarifications or confirmations regarding submission information.
