Defence Construction Canada (DCC) invites contractors and suppliers to apply for inclusion on an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil work for the Department of National Defence at 17 Wing Winnipeg. The OCSL will be used to tender construction services with an estimated value of $10 million and below. Contractors and suppliers must submit requests through MERX and indicate their preferred official language (English or French). Only those on the OCSL will be invited to bid, and bids must be submitted electronically through MERX. DCC may require site meetings and may impose additional pre-qualification requirements for specific tenders. Tenders may be set aside for Indigenous businesses in accordance with the Procurement Strategy for Indigenous Business (PSIB), requiring registration in Indigenous Services Canada’s Indigenous Business Directory. Contracts may include security requirements, and all contractors must adhere to DCC’s Procurement Code of Conduct and performance standards. DCC reserves the right to remove non-compliant or ineligible contractors from the OCSL. DCC may establish other source lists for specific categories of construction services, and tenders may be posted openly on MERX if deemed necessary. Pre-qualification requirements: Contractors and suppliers must submit an application through MERX, select a preferred official language, and may be subject to additional pre-qualification for specific tenders. Indigenous business set-asides require registration in the Indigenous Business Directory, and contracts may require organization and personnel security clearances such as Designated Organization Screening (DOS) and reliability status, with more stringent requirements possible.
