Defence Construction Canada (DCC) is inviting contractors and suppliers to apply to be placed on an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil work required by the Department of National Defence at 4 Wing Cold Lake for three fiscal years. The OCSL will be used to tender construction services with an estimated value of $10 million and below. Interested contractors and suppliers must submit a request through the MERX posting and indicate their preferred official language for all future communication and documents. Contractors and suppliers are required to have an active MERX account for electronic bid submission. The OCSL may be used for opportunities reserved for Indigenous businesses under the Procurement Strategy for Indigenous Business (PSIB), where applicable, with requirements for Indigenous Businesses to be registered in Indigenous Services Canada’s Indigenous Business Directory. DCC reserves the right to request additional pre-qualification requirements for any specific tenders, to reject applications that do not meet requirements, to remove non-interested or non-compliant parties from the list, and to require measurable performance standards as detailed in DCL81-Performance Evaluation Guidelines. Contracts may also contain organization and personnel security requirements, typically Designated Organization Screening (DOS) and reliability status for personnel, or higher such as Facility Security Clearance (FSC) at the level of SECRET. All contracts are subject to DCC's Procurement Code of Conduct and the bidder's eligibility status with Public Services and Procurement Canada may affect participation. All legal names must match between OCSL and MERX account. Submissions by fax, mail, or email will not be accepted. Only contractors and suppliers registered on the OCSL may bid on tenders issued through it, and bids from non-registered bidders may be deemed non-compliant. Pre-qualification requirements: Contractors and suppliers must apply electronically through MERX, have an active MERX account, and specify their preferred official language. Additional pre-qualification requirements may be set for specific tenders. Security clearance, such as DOS or FSC at the SECRET level, may be required depending on the contract. Indigenous businesses must be registered in Indigenous Services Canada’s Indigenous Business Directory for set-aside opportunities. Compliance with DCC’s Procurement Code of Conduct and satisfactory performance based on DCL81-Performance Evaluation Guidelines are mandatory.
