Defence Construction Canada (DCC) is inviting contractors and suppliers to apply to be placed on an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil work required by the Department of National Defence at CFB Shilo for three fiscal years. The OCSL will be used to tender construction services with an estimated value of $10 million and below. Interested contractors and suppliers may request to be placed on the OCSL at any time by submitting a request electronically through MERX and indicating their preferred official language. Contractors and suppliers previously on the OCSL must re-apply. Only contractors and suppliers on the OCSL will be invited electronically through MERX to bid on opportunities as they arise and may be required to attend site meetings. To bid, a contractor or supplier must have an active MERX account and be registered on the OCSL; otherwise, their bid may be considered non-compliant. DCC reserves the right to manage participation on the OCSL, to require additional pre-qualification for specific tenders, and to reject or remove participants who do not meet requirements or performance standards. Some tenders may be set aside for Indigenous businesses or include Indigenous subcontracting requirements, as specified in the invitation. Contractors and suppliers must comply with DCC’s Procurement Code of Conduct and may be subject to security clearance requirements for certain contracts.
